Mission of the Party

Our mission, for the Generalist Party as a whole, is to be elected into government so that the goals outlined in our manifesto can be achieved with a majority of support in Parliament. Our main mission is to improve Great Britain and provide a way of life for the British people that they deserve.

Our policies are not set in stone, though they are intended to represent a current need for change across the country. This allows our party to stay in touch with the views of the British people and helps us ensure that we are always fighting for the people of Great Britain. The Generalist Party works in its entirety for the betterment of the British people and their way of life with no policy or single politicians career getting in the way of this ultimate goal.

We strive for honesty and integrity within the party and all members who intend to represent the party in elections and in Parliament. It is our main policy to always be open and candid with the public, explaining what we want to achieve and how it should happen. At no point will the Generalist Party make promises we cannot keep, or tell the people what they want to hear. We are, fundamentally, straight forward and frank. We will endeavour to end corruption and create a reliable, trustworthy government.

Party Structure

The Generalist Party is formed to ensure that we always have strong leadership and a decisive group of leading members to point the party in the right direction and make any important decisions or policy changes. The Partys leading members are appointed to the Executive Committee by the Party Leader. The Committee contains positions within the party such as Treasurer, Secretary and Chairman as well as the Party Leader.

The Executive Committee works directly from the Party Headquarters, (18 The Courtyard, Grimsby Road, Cleethorpes DN35 7AE), to discuss election campaigns, candidates and new policies. This is the leading body of the Party and handles all legal matters and those of the party. The members of the Executive Committee are appointed by the Party Leader, who is voted into the position by the membership.

The Party Executive Committee meets every month formally to keep control and structure within the party. Every once a year, a national party conference is held where the base membership and the Executive Committee have the opportunity to exchange ideas and views on policies, and to make plans for the coming year. Any members of the Generalist Party may attend the conference with an invitation from the Party Secretary. The invitations cost £5.00 and will need to be booked from the Secretary as early as possible once the Conference is announced

Positions of the Party

The majority of the Party is the base membership. Ordinary members of the Party have the right to vote for the Party Leader when an election is called for by the majority of the Executive Committee, or in the case of the resignation of the current Party Leader. Members may also wish to take an active role in furthering the Party. This can include working with Generalist Candidates in their area during Local or General Elections, standing themselves as Generalist Party Candidates in elections (with the prior approval of the Nominating Officer), fundraising for the Party or even creating awareness among the general public. Members also have the right to attend any formal meeting called for the Party and air their personal views on policies.

The Executive Committee

As the leading body of the Generalist Party, The Executive Committee holds meetings for the entire membership to attend, make important decisions including policy changes and discuss the direction of the party and any candidates and elections that require attention from the Generalist Party. In their separate roles, the nine leading members also play an important part in continuing the party.

The Committee may also, when it is widely appreciated within the party, call for a vote of no confidence in the current Party Leader. This vote is then decided between the other members of the Executive Committee; Deputy Party Leader, Chairman, Vice Chairman, Treasurer, Deputy Treasurer, Nominating Officer, Public Relations Officer and Secretary. If the Committee agrees with at least a 5-4 vote against the Leader, the Party enters a Leadership Election in which the current Party Leader is removed from the position, though they may run again, and any member of the Party may be proposed by at least two other members. After a campaign period of eight weeks the election will take place between all those who have declared to run for the leadership position. All members of the Party are entitled to vote if they wish. At the end of the election the Party Chairman, Vice Chairman and two randomly selected Party members will count the votes and appoint the member with the most votes to Party Leader. This election situation also occurs during the event of the Party Leaders resignation.

The Deputy Party Leader is elected by the entire membership and may only be removed by a vote of no confidence. The Party Leader may then appoint the seven other Executive positions as he sees fit.

Party Leader

The Party Leader, elected by the entire membership of the Generalist Party, has the overall role of ensuring that the Party succeeds in reaching its objectives. The Party Leader takes full control of the Party and all policy changes/decisions must be discussed with them as they have final word on their implementation.

This elected member also appoints the majority of positions on the Executive Committee. Party Leader assumes control of the Executive Committee and has final say on important matters, though a vote of no confidence may be called against him by the other eight officials of the Committee. This elected member is the Leader of all General Elections for the Generalist Party and would assume the position of Prime Minister if the Party was voted into government.

Deputy Party Leader

The Deputy Party Leader, elected by the entire membership of the Generalist Party, has the role of aiding the Party Leader in ensuring that the Party succeeds in reaching its objectives. The Deputy Party Leader takes control of the Party, in the event the Party Leader is unavailable. The Deputy Party Leader assumes control of the Executive Committee in the absence of the Party Leader, though a vote of no confidence may be called against him by the other officials of the Committee. This elected member is the Deputy Leader of all General Elections for the Generalist Party.

Party Chairman

The Party Chairman, appointed by the Party Leader, is a member of the Executive Committee whose role it is to ensure that the constitution of the party is being upheld and that the Generalist Party remains true to its aims and objectives. The main role of the Party Chairman is to oversee elections of the Leaders within the party, ensuring they are justified and carried out according to the party constitution. The Party Chairman also has the power to arrange and Chair all meetings and conferences for the Generalist Party. All internal disputes over membership are handled by the Party Chairman and this is the only member who may refuse membership or remove a member from the party for not adhering to the constitution.

The Vice Chairman acts in the absence of the Party Chairman, occurring due to illness or other reasons for absence, to all official capacity with the power and authority of the Party Chairman.

Party Treasurer

The Party Treasurer, appointed by the Party Leader, is responsible for upholding all legal requirements for the Party, concerning its accounts and finances. The Treasurer is directly responsible for the whole partys compliance with the financial provisions of the Political Parties, Elections and Referendums Act 2000 (PPERA). It is the role of the Treasurer to create and maintain accounting records which meet the requirements of the PPERA. This member is also responsible for ensuring annual statements of accounts for the party are prepared, approved and submitted to the Electoral Commission when required.

The Treasurer also oversees and records all donations to the party and if any donation of more than £200.00 is made, which is subsequently impermissible or unidentifiable, the Treasurer is responsible for recording this donation and returning it to the sender or, if this is not possible, surrendering the sum to the Electoral Commission. Any donations received to the Party exceeding £5000.00, and any anonymous donations of more than £200.00 must be included in a Quarterly donation report drawn up by the Treasurer. If there are no reportable donations then a nil report must be sent to the Commission. During General Elections periods the Treasure must ensure that weekly donation reports are submitted to the Commission. The Treasurer must also keep records of all regulated transactions exceeding more that £200.00; submit quarterly transaction reports for the party including any transactions exceeding £5000.00 plus any void transactions or those of more than £200.00 entered into with an unauthorised participant, submitting a nil return if there are no reportable transactions.

The Treasurer must also, during General Election periods, submit weekly regulated transaction reports to the Electoral Commission. They are responsible for keeping all receipts and invoices and authorising campaign expenditure and the payment of claims. Arrangements must also be made to ensure that campaign expenditure is monitored and complies with the set limits.

Campaign expenditure returns must then also be submitted to the Electoral Commission by the Treasurer at the end of a campaign once compiled. If a referendum occurs it is then the duty of the Treasurer to develop arrangements to comply with the controls on referendum expenditure. They must also ensure that grants from the Commission, if received, are spent only according to the conditions of grant set by the Electoral Commission.

The Deputy Treasurer acts on behalf of the Party Treasurer in his/her absence for what ever occurring reasons. In conjunction with the role of the Treasurer’s understudy the Deputy Treasurer also works with the current Treasurer in all official capacities to ensure all legalities and formalities are adhered to.

Party Secretary

The Secretary of the Generalist Party, appointed by the Party Leader, is responsible for maintaining the vast majority of Party paperwork, excluding that which falls under the jurisdiction of the Party Treasurer, including applications for membership, minutes to the party meetings and information regarding past and present campaigns. The Secretary must maintain full reliability and conviction to uphold the party constitution, including recording accurate minutes and processing applications for membership fairly. Another of the Secretarys duties is to oversee all creations and designs for the Party to be used in campaigns, including logos, images, leaflets and websites. Any proposed material to be used for the party must then be submitted to the Executive Committee during a meeting for open discussion.

Nominating Officer

The position of Nominating Officer is appointed by the Party Leader. The position is important to the party and the member has the responsibility in this position to review applications from members for candidacy in up-coming elections. The Nominating Officer has the power to refuse an application for Candidacy from a member of the party at their discretion, though generally this should be discussed with the Appointments Committee and a decision to refuse a members candidacy must always be disclosed to the Executive Committee during meetings.

The Nominating Officer also heads up the Appointments Committee during times of General, Local and By-Elections.

Public Relations Officer

The role of Public Relations Officer is to ensure that the Executive Committee is continuously working to the ideals of the people and the member base of the party. They represent the mass membership of the party on all official business and act on the Executive Committee as an adviser to help with supporting campaigns and generating publicity for the party.

Membership to the Party

Members of the Generalist Party can be as young 16 years of age, though they will not be allowed to stand as a candidate in any elections, they will be able to help during campaigns or even just offer support and get involved in the world of politics. Members must be British Citizens or have lived in the UK for more than 10 years and be prepared to pay a membership fee of £5.00, for all ages. Once a member of the Party you are subject to the Constitution and relevant requirements of the PPERA. Failure to comply with the guidelines of the party, or general offensive or abusive behaviour towards other members or the public will result in suspension of your membership. Joining the Generalist Party also allows people to stand as a candidate for elections, be they General or Local, with the approval of the Nominating Officer.

Official Party Meetings

All official meetings of the Generalist Party are called, declared and chaired by the Party Chairman. Only the Party Chairman may issue notice of a party meeting, giving as much notice as is possible, Dependant upon the circumstances surrounding the calling of such a meetings. Time, Date and meeting place are to be set once again, by the Chairman as is the Agenda, usually drawn up with the assistance of the Party Secretary. The Chairman must open the meeting before official business may be discussed, Chair the debates and discussions and close the session once the meeting is adjourned.

Failing to adhere to the rules above surrounding official Party meetings will mean that the meeting be postponed or even canceled at the request of the Party Chairman or Executive Committee. No unofficial Party meetings, will be considered by the party or the Executive Committee.

In addition to Party Meetings, Party Conferences will also follow the same principles, though on a larger scale and any exceptions or additions to the rules surrounding a conference will be published, with due notice, by the Chairman.
