Party Treasurer !

Role of the Party Treasurer

The Party Treasurer, appointed by the Party Leader, is responsible for upholding all legal requirements for the Party, concerning its accounts and finances. The Treasurer is directly responsible for the whole party’s compliance with the financial provisions of the Political Parties, Elections and Referendums Act 2000 (PPERA). It is the role of the Treasurer to create and maintain accounting records which meet the requirements of the PPERA. This member is also responsible for ensuring annual statements of accounts for the party are prepared, approved and submitted to the Electoral Commission when required.

The Treasurer also oversees and records all donations to the party and if any donation of more than £200.00 is made, which is subsequently impermissible or unidentifiable, the Treasurer is responsible for recording this donation and returning it to the sender or, if this is not possible, surrendering the sum to the Electoral Commission. Any donations received to the Party exceeding £5000.00, and any anonymous donations of more than £200.00 must be included in a Quarterly donation report drawn up by the Treasurer. If there are no reportable donations then a nil report must be sent to the Commission. During General Elections periods the Treasure must ensure that weekly donation reports are submitted to the Commission. The Treasurer must also keep records of all regulated transactions exceeding more that £200.00; submit quarterly transaction reports for the party including any transactions exceeding £5000.00 plus any void transactions or those of more than £200.00 entered into with an unauthorised participant, submitting a nil return if there are no reportable transactions.

The Treasurer must also, during General Election periods, submit weekly regulated transaction reports to the Electoral Commission. They are responsible for keeping all receipts and invoices and authorising campaign expenditure and the payment of claims. Arrangements must also be made to ensure that campaign expenditure is monitored and complies with the set limits. Campaign expenditure returns must then also be submitted to the Electoral Commission by the Treasurer at the end of a campaign once compiled. If a referendum occurs it is then the duty of the Treasurer to develop arrangements to comply with the controls on referendum expenditure. They must also ensure that grants from the Commission, if received, are spent only according to the conditions of grant set by the Electoral Commission.
